Require ALL New Structures to be
Flood Proofing all structures.........and in some cases this requires that nothing substantial be built IN THE FLOOD PLAIN......BUT that doesn't mean that you can't elevate the structure - have parking etc where the water would be - but no living quarters.....and let's FILL a Lot of the area in NO. Along the coastal areas - FLOOD PROOF or MOVE!
