illegal immigration control
The goal for immigration should start with all Americans who want jobs are employed first. With that out of the way, how do we go about implementing an effective immigration policy? We start by permantely revoking the license/permit to do business when illegals are caught working. It won't take long for business to decide that hiring illegals just simply isn't worth the risk. No jobs==no opportunities==no reason to come here illegally. We do, however, need to provide for a guest worker program to fill jobs that no one else will fill. The guest worker will get a background check, fingerprinted, photographed, and be issued a guest taxpayer ID number. Payroll taxes collected will pay for this program with the net result being increased worker control and national security. Employers will simply match the ID photo to the guest worker and then submit a fingerprint card to the feds for verification. This will help control one card being used by a dozen people. The guest can be employed while the verification process takes place. This program will apply to anyone who's citizenship is not American and does not have a passport. After an amnesty exodus period, being here illegally will be prosecuted in federal court under strict guidelines. Court and detention can be funded through a weekly guest worker fee. This way it will behove those who are here legally to take steps to ensure that illegals go home freely. More prosecutions==higher weekly fees.
