Thousands of Pennsylvanians have written my U.S. Senate and campaign offices expressing their great concern over our nation's immigration policies. With thousands of illegal immigrants rushing across our borders every day, straining every sector of our society, congressional attention to this issue is appropriate and overdue.
All Pennsylvanians should know that I've heard your concerns, and they have influenced my work on this issue, particularly the votes I've cast these past two weeks. I came to the immigration reform debate honestly seeking a legitimate solution to this divisive issue; however, if one were to imagine the worst possible way to reform our immigration system, it would probably look a lot like the immigration bill the U.S. Senate is currently considering.
I've said from the beginning I support immigration reform that better secures our borders WITHOUT providing amnesty for those who are here illegally, regardless of how long they've been here. Unfortunately, the bill we will vote on today in the Senate is not that kind of solution.
It's a broad amnesty program for most illegal immigrants that will increase financial burdens on honest tax-paying American citizens and provide incentives for illegal immigrants to raid the Social Security system and lie about their work history.

As the son of an Italian immigrant, I understand the important and valuable contributions immigrants make to our country. I greatly respect those who have legally come to our nation seeking a better life for their families, just as my grandfather and father did.
However, when considering policy that will determine the future of immigrants who come to our country illegally, I've been firm in my belief that we must maintain the rule of law.
Today, when the Senate votes on a final immigration reform bill, I cannot support it because it rewards illegal behavior, threatens our social-welfare system, devalues the legal-immigration process, turns illegal immigrants into permanent residents, and fails the test of history.
