If they don't like your "unlawful assembly" (what was that about "freedom of assembly" that I heard somewhere????), they roll out the Long Range Acoustic Device (LRAD) to induce pain at great distances sonically. By use of the correct infrasound frequencies, they could perhaps physically damage, sicken, or incapacitate their victims.

If that doesn't work, they can just haul out the nifty Area Denial millimeter wave radar that our military developed, which makes people in the beam feel like their skin is on fire.
