Hate Crime bills

Every year they try to pass a hate crime bill here. Every year it gets axed. IS there an underlying meaning to these bills...a hidden agenda? I just don't get it. How is one crime worse than another simply because of the 2 people involved?

If a white guy whips the hell out of a black man, then two days later whips another white guy...what is the difference (assuming all whipping is equal).

I understand the weights involved in sentencing and how they come to them, but I cannot understand this one. Perhaps some of the liberals can enlighten me (or atleast try)
