Banjo bolts

I was just reading the thread on the banjo bolts. Does the Cummins have a fuel delivery problem? What do the new bolts do, just increase the fuel available or do they improve power by allowing more fuel flow? Does this give a power increase something like replacing the injectors, just not as much? What's the scoop, I guess I missed the info.
