govenor spring kit?

my truck stock + auto trans and it will not pull past 2400 rpm, i would like to turn it up a little say 3500 rpm.or do i need to get the cam plate first? my truck runs ok untill i tow with it then it's a real pig(reminds me of one of my old trucks ... one. 5.7 and two. 6.2 diesel)thanks for any help!
