rust remover

I've got a couple of rusty spots on the engine block that I want to treat and paint. What is the best way to remove rust, I have heard that there are products that oxidize the rust or something like that so you don't have to do the traditional sanding etc prior to painting.Also, do I have to worry about these products removing the paint that is surrounding the rusted areas?
