Keyless programming for 98

I have done a very long search on this but, noone has every really answered this one question.
Does anyone know how to program keyless enrty system for the 98 truck. Also turn the horn off & on, Also turn the automatic rolling lock off & on??
This is for the 98 only. For some reason the 99 stuff does not work as for as I have found.
Help the Dealer is just waiting on thier 150.00 fee. Go figure!
