driving light's that won't blind?

Has anyone found a set of driving lights that will replace the factory fog lamps and won't blind oncoming drivers? I have found lots of lights that are the right size but all of them say for off-road use only or say to wire into the high beam switch. I tried a search but couldn't find anything that said such and such a set was traffic friendly.

I did find a good setup for reverse lights. I mounted a single ralleye light to the reciever hitch and a set of 3A racing wide beams to my headache rack. 165 watts of light in addition to the stock lamps makes a huge differnce. here is a pic of the result, the street is 75 feet away from the truck.
