BD Brake Sticking

I have one of the old style BD exhaust brakes (located just before the muffler).

Problem is it sticks from time to time and won't close the exhaust valve to build pressure when you want it (not a good thing!).

I've tried spraying WD40 on butterfly valve axle and this seams to work for a while but quickly looses its effectiveness.

Anyone ever have this problem and know of a decent fix for it?
