New short block or low mileage?

New short block or low mileage?

I would like to start getting parts for a second motor. I would like to start with a short block assy that has o-rings in block. Is it possible to buy a new 24valve motor just like the 2002 I have now. When I call Cummins they want to sell a re-man and I want no part of that. It would be nice to find one back east because that is where the machine work and pump will be done and it would save shipping.
