Did II buy up all HTT's parts??

Whats the deal with High Tech Turbo not having any parts and taking them so long to get parts for their SP66's? Did Industrial Injection sign an exclusive contract with the suppliers ?

Anyone else find it weird that II is 10 miles away from HTT?
