HTB2 wastegate rod position/stuck open?

Anyone know off hand or can go look at their htb2 either on the truck or off/not installed etc and tell me which way the rod sits- be it towards the engine or towards the passenger side tire....?

When I first installed my 66, took it for a quick spin, and slammed 38ish psi on the boost gauge, made me wonder if I really have a 66 , for it to hit that hard, that fast. Took it easy back to the garage. Did some pump tweaks tonight, mod gov spring etc, fiddled with idle settings/fuel screw and throttle lever index marks. BTW, I don't have any exhaust yet. Just a downpipe. So I've only done a few quick around the block spins. Took another round the block spin and boost only ran up to 15-20ish psi. And the turbo sounded different, like air was being bypassed directly to the downpipe. Looks like I'm gonna have to remove the oil drain tube and grind off a bit where the wastegate rod contacts it. I didn't think it was touching that bad, but looks as though I can't slide a playing card between the tube and the rod.

Anyone reckon there is enough pressure to open the wastegate with the rod against the oil drain tube, but then not close? TIA.
