exhaust brakes

I have an '01 6 speed with a pac brake that has lots of retarding force. I have a cummings brake on a 1994 5 speed that the original owner bought because of warranty issues that has very little retarding force compared to the pac brake. Does anyone know if the cummins brake has a smaller baffle or other reason that it is less effective than the pac brake. thanks jlazram tucson, az.
