Low sulfur fuel or not?

OK, I know a little bit about the new low sulfer fuel and the questions regarding lower lubricity and so on. So, this sticker just showed up on the pump where I've been buying fuel for years. Is it just me, or is this warning confusing? At first I thought they had switched to low sulfer fuel. But, then why would it be prohibited in the 2007+ vehicles? The people behind the counter didn't have a clue what the new sticker is supposed to mean.

So, when is the new fuel supposed to be showing up at our pumps?
