PacBrake no work

Posted that on Sat. I had run through some water and lost my voltage meter but had no problems with anything else till today, my pacbrake wouldn't work. I have power to the solenoid and unhooked the vacume cylinder and was able to move the exhaust brake freely. The vacume cylinder is stuck in the closed position and won't move. Any Ideas? DW
