AFE Filter won't come clean!!

I have an AFE drop in filter that I am having a problem getting clean. I have cleaned it 4-5 times and used up 2/3 of the bottle of cleaner.

There still is chunks of embedded grime in the screening. Is it normal to see a large stained circle area on the filter even after cleaning? Maybe with a filter of this size, it should be soaked instead of sprayed with that rinky dink little spray bottle? Any help would be appreciated.
