tuning twins???

I have been reading all I can about twins and the only thing I haven't come acrossed is how to tune twins.

I am looking to do twins for towing. I want to build my own set of twins to add to the "I made them file". I have the fabrication skills and work shop to do the work. So,,,,,,,,

How are twins tuned.

Is the overall boost controlled by the external waste gate on the small charger?

Or,

Do you set the waste gate for the small charge to open when the large charge starts to lite off and control the over all boost by the waste gate in the large charger?

How do you tune your twins?
