Reciver hitch??

my 07 has the bolt on 2" hitch, i dont really care for this one bit, so after looking at it not a problem to weld it. I want to weld the hitch off of the truck, so my question is, do i have to take the bumper off to pull the tube/cross memeber that goes between the rails, where the hitch is bolted to? what i am wondering is if i dont have to take the bumper off than i will go pull the hitch off tonight and weld it in the AM, i just dont want to take it all off and then not beable to use my truck because i didnt get the bumper back on, although i am sure i would have plenty of time to do this and i am also sure it wont take very long if i need to pull the bumper.
