1st gen vacuum over hydraulic questions

At work, we use a 91 to pull a GN that has vacuum over hydraulic drum brakes on it. I have installed a vacuum gauge and 2 new vacuum pumps. But even when I have full vacuum(23in/Hg) I may or may not have trailer brakes.
Do I need more vacuum?
Do I need to do something to the trailer brakes? The trailer is a 72 Kalyn King Goose.
Should we scrap the whole rig?
