propane tank switch

My switch over valve is supposed to switch on its own when one tank runs dry but it has not the last couple times it ran a tank dry.

I have to move the lever over towards the full tank. Then it takes a long time (hours) to switch the valve from red to green.

I dont know why this happens, is it getting air in the lines or bad valve?

I sucks when you run dry in the middle of a cold night.
