More GCVWR Wonder Why?

Looking at charts in lastest TDR mag.It looks like the 2001 and later 3500 4x4 QC have a GCVWR of 21500.
Mine a y2k has a GCVWR of 21000.
Just wondering if anyone knew how they got that extra 1500lbs?
Could just rear disk brakes do that much?
I know I'm stuck with what I have but just wondering.
