Flat towing a vehicle

I want to flat tow my Landcruiser FJ40 until I can get a trailer and I have a couple of questions. First off the FJ40 is running 35" M/Ts so the tow bar when level is 27" off the ground. The hitch on the 2500 is 17 1/2" from the ground. Is it safe to run a 10" drop down hitch mount upside down to make up the difference? Also for safeties is it better to run rated chain or steel safety cables?
