OK, I am confused, need some help here.

I just spoke with an ex-trucker and he stated I would only need a CDL if my combined over the road weight exceeded 26,000 lbs.
I have always been under the impression that if your GCVWR exceeded 26,000 # you were required to carry a CDL. So which is correct? The truck I am looking to purchase is a 96 3500 and should have a GVWR of 8,500# and the trailer has a GVWR of 20,000# Am I CDL warranted? To license this setup for commercial use based in Colorado do I pay extra taxes like FET?
