Governor Overheat?

Exclamation Governor Overheat?

Truck runs great for about 60 minutes. After 60 minutes truck stalls under 2000 rpms with no load(shifting or clutch depressed). Will lug down to 1100 rpms(idle) under load with no problems,will run for hours under load(thru tolls,red lights on sidewalks). Will not start for about 90 minutes(more on hotter day) After 90 minutes starts as new. During this no hot start injector pump is being supplied with 1 qt/min fuel but no fuel to injectors. The only way to restart when it stalls is drop the clutch while in a lower gear bring the rpms over 2000.

Tried the following over the last 4 months: Biocide fuel tank,fuel tank and pickup filter removed and cleaned(was clean),checked hoses in tank for leaks, 3 new fuel filters,new fuel lines from fuel tank to engine,new overflow valve,pressure checked low fuel pressure hoses on engine,removed fuel heater unit and clean primary filter in it,ran standyne fuel additive thru tank and filled fuel filter with it,shut down solenoid always in the right position.Raised idle to 1100 rpm.
