1996 front end shimmy- intermitent

I am getting a violent front end shimmy that I think is coming from the front passenger side wheel. When it occurs, at highway speed, it is violent enough to knock books off the seat. It seems to occur after going over small bumps in the road.
I have replaced the steering damper, made no difference.
