Transmission not shifting into low or 2nd

I have a 2001 dodge cummins with an automatic transmission. The problem is that it starts out in third gear. I can manually shift it into first and second but will not start out there unless i manually shift it. I had a couple codes in it one was a 1698 and the other i don't remember but it delt with the same type of problem as the 1698. My cousin is an auto tech which i also work for and we called a tech line and checked the computer which seems to be fine. Need help!!!!!!!!! Thanks Dave.
