Help wont start

Truck will not start. Truck has no codes and has been reflashed at dealer. Truck is showing low rail pressure like 1200psi. cp3 has been replaced no difference. pressure valve checks good. Fass is push great fuel teck was impressed stated pushing like 3times the amount that is called for. We are at a lose any help would be great.
