Truck won't start and noisy contraption

Parked my truck this afternoon and got back in it 1 hour later and won't start. The truck turns over and over again, but not firing. Weird thing is that when I turn on the ignition I hear this noise coming from the engine compartment. I located it and it is by the top of the passenger side fire wall. It has what looks to be vacuum hoses connecting to it. I am not sure if this is my problem, but I do not remember hearing that before. I had to leave my truck parked at my job until I decide what to do and where to take it. Please help!
