who to rebuild turbo

The B1-2 ex4 turbo on my 95 ram just went out. I need to have it rebuilt. Where should I sent it? I have well less than 3,000 miles on this turbo. My previous pdr hx40 went out prior to this one. It didn't have many miles on it either. I know the truck has bad rings but, that shouldn't cause turbo failures. The truck is rarely driven and I'm not happy.
