P0088 code. Truck won't start!! HELP!

Hi. I have a 2003 2500, auto with 108K miles on it. On my way back to texas from Colorado I noticed the my truck hesitated when I let off the throttle and the speeds slowed down.

I made it back to Texas and right when I pull into my garage the check engine light came on. I ran the code on it and it came up with a P0088, Rail pressure too high. It was followed with a "ok to drive." So I did that next day to work. When I was leaving work it sounded really bad so I shut the truck off and it still ran for a few seconds, then a bunch of smoke came out of the exhaust. I tried to start it up and it was a no go. I had a spare fuel controller actuator from a friend and I tried swapping it out, taking a shot in the dark. That didnt work.

the truck will crank, it just wont start. I just changed the filter with a fleetguard right before my trip to colorado.

any suggestions? Ive been trying to search and read this forum.
