No power(doggish) and no codes!

Hello,
I have a buddy that is having a problem with the truck he just bought. Here is a quick overview(I am at work). This guy had 04.5 truck with TS mp8. sold it and picked up 05 truck. Has only had it about a week. Called me to see where to start troubleshooting. He sasid it is just a dog, no power. He kept his TS mp8 from the old truck and put it on this one and it made no difference what setting it was on. He called TS and they could only tell him to try changing the fuel filter and see if that made any difference.. Well it did not.
When questioning him on some things, when he brought it home he was using the cruise (which works) but noticed close to home that the cruise light flashed a couple of times. Well now it is on even when not using the cruise. HE tells me it is also showing NO codes to read.!
He told me it has banks intercooler and intake horn on it. This is all I know right now. How do you check if it is the lift pump or pop off valve?
ANy suggestions since it is not throwing a code.
