Oil inside the vacuum pump

I have a oil leak between the vacuum and the power steering pump.
I removed the vacuum pump and started to install a new seal kit and found that the entire cavity of the pump was filled with engine oil. Is this normal and where does the air exit the pump?
I have been having low vacuum pressure for some time.

Any out there know how they work?
