no fuel flow

Well folks the 99 dodge doesn't want to pump fuel. Changed the fuel filter and can not get the fuel filter to fill back up(filled for priming). Loosened the plug on top of the filter and no flow out with transfer pump running. Loosened a couple of injectors to make sure that wasn't causing the problem. No flow there either.
In Mexico south of San Felipe so I am my own warranty station 165,000 miles.
Think it is the fuel transfer pump--------was cutting out at 75 pulling hills hard before I tried to change the filter. Need to know before I work at getting one from the states.
