No start after Gov. Spring Install

I have an 89 W-250 and I just installed the 3200 spring and took the collar off the fuel screw so I could adjust it after I put the pump back together. Everything is back to where it was. At least i'm 90 percent sure it is

And the truck wont start. Prime fuel more? Solenoid bad? throttle linkage put back slightly off? I have no idea. Can anyone help.

I'm a little knew to what parts are on the pump so could you simplify for me too thanks
