radiator will not drain

On my '96 turbo-diesel, I'm attempting to change coolant. Have turned petcock 1/4 quarter turn to left. Nothing happens. I've repeated many times, thinking to dislodge blockage. Have also attempted to probe with thin wire--it will not go very far before stopping at what seems a "wall".

Do you have a suggestion? I'll sure appreciate your advice!
