No fuel prime?

After replacing my delivery valves I cant get the system to prime! I pumped for two hours last night!
I rechecked every connection three times and everything is in order.
This is a simple procedure. But did I miss something?

Could the overflow valve that returns fuel to the tank be weak? The primer is working. I cracked the vent at the top of the fuel filter and fuel comes out. But when I crack the lines at the pump-nadda? HELP!!
