loss of power

Truck is 2002 with 6 speed.
On going up hills both trucks loose power and can barely make 55 mph,,,need to downshift to 4'th and even third at times,,and power wont come back for a while.on level ground max speed is 55mph
We have changed the lift pump..then sent to Cummins shop,,they changed turbo boost sensor,,,still no fix,,
Can anyone give me any ideas .
