ECM Wiring to Pins 39 & 42

I have had a call from a customer installing a PacBrake Exhaust and his new truck has wiring installed from the factory to pins 39 & 42......

The truck is 1000 miles from us and the customer could be making a mistake on how he see's the pins............

Have any of you seen this......
