Difficult Starting

need help bad , truck will not start (sometimes) when i turn the ignition all i hear is "CLICK CLICK" , i replaced the batteries and connections thinking that was the problem (unfortunately that was not the problem) now i am thinking would it possibly be the starter or ignition anyone out there who experienced the same problem , i hope its not fuel related ie pumps etc. any help or comments is greatly appreciated
